		<description>What does this have to do with cards?

I agree that everyone should be allowed to choose for themselves, and be given that choice without moral "selection" based on anyone else's choices or morals.  However, just giving everyone a choice doesn't ensure enlightenment.  People need to be knowledgeable on a topic before making a choice on it.  I know a fair amount about computers and cars, but in the politics world I'm way behind.  I understand a few of the more basic topics, so I'll vote on those few.  But being unknowledgeable in many of the arguments, I abstain from most politics.  I, unlike most, have enough knowledge to realize this and make that much of a decision.  Thus, there, I feel, needs to be a system of measuring whether or not the chooser has, or cares for, the knowledge to understand whether or not he has enough information to make a decision.  Now we start to tread on the issues involving measuring and enforcing, and keeping /b out of politics, and so ...</description>
